Kennebunkport man pleads guilty to possessing child pornography

A Kennebunkport resident, Kevin Rockwell, has pleaded guilty in U.S. District Court in Portland to charges of possessing child pornography. The plea follows a search conducted by law enforcement at Rockwell’s home in November 2024, where agents found a tablet containing numerous images and videos of child sexual abuse material.

Rockwell, aged 41, admitted ownership of the tablet and acknowledged the presence of illicit files. He has a prior federal conviction for transporting child pornography, which resulted in an 8½-year prison sentence.

The court proceedings indicate that Rockwell faces a mandatory imprisonment term ranging from 10 to 20 years, alongside a potential fine up to $250,000. Additionally, he will be subject to supervised release for at least five years or potentially for life. Sentencing will occur following the completion of a presentence investigative report by the U.S. Probation Office. A federal district court judge will determine the final sentence based on U.S. Sentencing Guidelines and other statutory factors.

The Federal Bureau of Investigation (FBI) led the investigation into this case.

Child sexual abuse material is legally referred to as “child pornography” and documents the exploitation and abuse of children. In 2023 alone, the National Center for Missing & Exploited Children received 36 million reports related to such materials’ possession, manufacture, or distribution.
